WI-Governor signs appeals bill

MADISON, Wis. (AP) — Governor Scott Walker has signed a bill that would allow attorneys to appeal non-final court rulings blocking state laws. Attorneys in Wisconsin generally have the right to appeal final judgments but need a court's permission to challenge any non-final rulings. Republicans drew up the measure after judges struck down portions of Walker's collective bargaining restrictions.
