L'Anse man faces federal sexual abuse charges

L'Anse, MI - A L’Anse man has been indicted in federal court on sexual abuse charges.

56-year-old Michael Dowd of the L’Anse Indian Reservation was charged by a federal grand jury this week with ‘sexual abuse’ and ‘aggravated sexual abuse.’ The indictment alleges that between April-8th and 9th of this year, Dowd used his body to hold the victim down and performed a sexual act on the victim. It further alleges that Dowd “knowingly engaged in a sexual act” without the victim’s consent and while the victim was “incapable of appraising the nature of the conduct and physically incapable of declining participation in, or communicating unwillingness to engage in,” the act. The case was investigated by the Keweenaw Bay Tribal Police and the FBI. Officials continue to investigate Dowd for sexual abuse and abusive sexual contact.
