DETROIT, MI (AP)-- Detroit's new head of information technology says the computer system was in awful shape when she took over.
Beth Niblock is on the witness stand Monday, the third person to testify since Detroit's bankruptcy trial began last week. A judge must determine whether the city's plan to get out of bankruptcy is fair to creditors and feasible for the long run.
Niblock was recruited in February from Louisville, Kentucky, by new Mayor Mike Duggan. Detroit wants to spend $1.7 billion over 10 years to improve a variety of services, including technology.
Virtually all creditors, including thousands of retirees with pension cuts, are endorsing Detroit's overall bankruptcy strategy. But bond insurers are opposed because their losses would be significant.
The trial is expected to last weeks.
