Marinette Official Accused of Soliciting Sex

Marinette – A Marinette County official is accused of using his position to solicit sex. Assistant Parks Director David Hipwell has been charged with felony solicitation of prostitutes and misdemeanor charges of "prostitution - non-marital sex." A criminal complaint shows a 26-year-old woman called Hipwell in late August to propose a dog park. Authorities say Hipwell met the woman at her home and offered her money for sex. Police report Hipwell asked the woman to move in with him and have sex with other men for money, which they say she refused. Hipwell has worked for the county for over two decades and doesn't have a criminal record. Marinette Sheriff Mike Kessler notes sometimes Hipwell showed up at the woman's home during work hours in a county car.
