COUNTY PROPOSALS

Proposal to levy a millage to construct, operate, furnish, and equip a new county jail and to continue the Sheriff’s road patrol for the County of Schoolcraft: For the purpose of constructing, operating, furnishing and equipping a new county jail and to continue the Sheriff's Road Patrol, shall the constitutional limitation upon the total amount of taxes which may be assessed in one (1) year upon all property within the County of Schoolcraft, Michigan, be increased by up to three Mills ($3.00 per $1,000 of taxable value), for a period of twenty (20) years (2018-2037) inclusive? If approved and levied in full, this millage will raise an estimated $1,078,563 in the first calendar year of the levy based on taxable value.

Transit Authority millage proposal: Shall the Schoolcraft County Transit Authority, County of Schoolcraft, Michigan, be authorized to levy a new additional millage in an amount not to exceed .587 mill ($.587 on each $1,000 of taxable value) against all taxable property within the Schoolcraft County Transit Authority limits (the jurisdictional limits of Schoolcraft County) for a period of five (5) years, 2019 to 2023, inclusive, for the purpose of providing funds for all public transportation authority purposes permitted by law, including serving the elderly, disabled and the general public of Schoolcraft County? The estimate of the revenue the Schoolcraft County Transit Authority will collect if the millage is approved and levied by the Schoolcraft County Transit Authority in the first year (2019) is approximately $214,000. A portion of the revenue collected may be subject to capture by the Manistique Downtown Development Authority.

LOCAL SCHOOL PROPOSALS

Big Bay de Noc School District sinking fund millage proposal: Shall the limitation on the amount of taxes which may be assessed against all property in Big Bay de Noc School District, Delta and Schoolcraft Counties, Michigan, be increase by and the board of education be authorized to levy not to exceed 1.9 mills ($1.90 on each $1,000 of taxable valuation) for a period of 10 years, 2018 to 2027, inclusive, to create a sinking fund for the construction and repair of school buildings, school security improvements, the acquisition or upgrading of technology and all other purposes authorized by law: the estimate of the revenue the school district will collect if the millage is approved and levied in 2018 is approximately $304,500?

Tahquamenon Area School District bonding proposal I: Shall Tahquamenon Area Schools, Luce, Schoolcraft, Mackinac and Chippewa Counties, Michigan, borrow the sum of not to exceed Fifteen Million Eight Hundred Twenty Thousand Dollars ($15,820,000) and issue its general obligation unlimited tax bonds therefor, in one or more series, for the purpose of: erecting additions to, remodeling, furnishing and refurnishing and equipping and re-equipping a school building; acquiring and installing instructional technology and instructional technology equipment for a school building; purchasing school buses; and developing and improving parking areas and sites?

The following is for informational purposes only: The estimated millage that will be levied for the proposed bonds in 2019, under current law, is 1.90 mills ($1.90 on each $1,000 of taxable valuation). The maximum number of years the bonds of any series may be outstanding, exclusive of any refunding, is twenty-two (22) years. The estimated simple average annual millage anticipated to be required to retire this bond debt is 3.28 mills ($3.28 on each $1,000 of taxable valuation).

The school district does not expect to borrow from the State to pay debt service on the bonds. The total amount of qualified bonds currently outstanding is $1,205,000. The total amount of qualified loans currently outstanding is $0. The estimated computed millage rate may change based on changes in certain circumstances.

(Pursuant to State law, expenditure of bond proceeds must be audited, and the proceeds cannot be used for repair or maintenance costs, teacher, administrator or employee salaries, or other operating expenses.)

The maximum number of years the bonds may be outstanding, exclusive of any refunding, is six (6) years. The estimated simple average annual millage anticipated to be required to retire this bond debt is 0.62 mill ($0.62 on each $1,000 of taxable valuation). The school district does not expect to borrow from the State to pay debt service on the bonds. The total amount of qualified bonds currently outstanding is $1,205,000. The total amount of qualified loans currently outstanding is $0. The estimated computed millage rate may change based on changes in certain circumstances.
